Ukraine failed to create an electronic system for issuing emissions permits. The Parliament sent bill No. 4167 for a second first reading.
This was reported by RBC-Ukraine with reference to the broadcast of the Verkhovna Rada session.
Only 213 parliamentarians supported the document as a basis, with 226 required. Its referral for revision was approved by 242 deputies.
The document defines the terms "emission", "pollution", "integrated permit". Requirements for monitoring emissions and other activities are prescribed.
It was planned that the procedure for maintaining the register of integrated environmental permits would be approved by the Cabinet of Ministers. At the same time, the financial and economic justification for creating such a register was intended to be prepared during the development of the relevant draft government act.
It was envisaged that the fee for obtaining an integrated environmental permit would be 15 minimum wages. The projected number of business entities to which this norm would apply is about 3500.
It was proposed that funds for issuing an integrated permit be credited to a special fund, not to the general fund of the state budget of Ukraine.
It should be noted that the relevant committee recommended that the Verkhovna Rada approve this document as a basis. However, the National Security and Defense Council emphasized that this project in its proposed version poses a threat to the economic security of Ukraine and entails significant negative social and economic consequences.
Public organizations also expressed their comments on the revised law.
As RBC-Ukraine wrote, in early March, the environmental committee approved the revised version of the bill on the electronic system for issuing emissions permits.
Thus, in mid-February, the Verkhovna Rada sent for a second first reading bill No. 4167 "On preventing, reducing and controlling industrial pollution".
