To implement the National Emission Reduction Plan (NERP) at coal-fired power plants in Ukraine, the government needs to find sources for financing environmental modernizations of enterprises already in 2021. The Verkhovna Rada Committee on Environmental Policy and Nature Management adopted the corresponding decision.
Thus, in particular, the deputies pointed out the need to approve a complex of potential sources and ensure the implementation of NERP financing instruments in 2021.
As reported, following the consideration of the draft Resolution of the Verkhovna Rada of Ukraine on the implementation of the National Emission Reduction Plan from large combustion plants (reg. No. 5129), submitted by people's deputies of Ukraine Vasylenko L. V., Zadorozhny A. V., Labunska A. V., Marykovsky A. V., Bondarenko A. V., Proshchuk E. P., Kryvosheev I. S., its adoption was supported taking into account the committee's comments.
It should be recalled that the total cost of environmental measures at thermal power units within the NERP until the end of 2033 is estimated at UAH 4.3 billion. At the same time, the highest volumes of investments in the environmental modernization of thermal power plants should be made in 2024-25 in the amount of EUR 544 million and EUR 636 million, respectively.
In Ukraine, the sources of NERP financing for thermal power plants have not yet been determined. The Ministry of Energy, electricity market participants, and industry experts point to the need to shift the deadlines for the implementation of the National Emission Plan.
According to Vitaliy Zaichenko, chief dispatcher of NPC "Ukrenergo", Ukraine will be forced to cover the electricity deficit through imports in three years if the National Emission Reduction Plan from large combustion plants (NERP) at thermal power plants and combined heat and power plants in Ukraine is not further implemented.
