The Verkhovna Rada wants to create an "Ecoinspector" database: why is it needed?

The Verkhovna Rada wants to create an "Ecoinspector" database. This is stipulated by the relevant bill No. 3091.

This was announced by the co-author of the document, People's Deputy Oleksandr Marykovsky, as reported by the press service of the "Servant of the People" party.

This bill proposes to liquidate the State Environmental Inspectorate and create a fundamentally new body that will be as transparent as possible.

"It will have more powers and at the same time more responsibility. The draft law will concentrate environmental control in one body, which in turn will allow: to avoid conflicts of competence, save budget funds, eliminate duplication of inspections and, as a result, reduce pressure on business," the parliamentarian noted.

It is noted that the new body will have qualitatively new functions and new tools. The inspection procedure will be clearly regulated from the first to the last step.

"Every step will be video recorded, fixed by location, time and will immediately go into the online system. Secondly, non-admission by large polluters will cost them very dearly (1.8 million hryvnias for each case)," the report says.

According to the law, inspectors' salaries will increase from 8.5 thousand hryvnias to 13.6 thousand (minimum for an inspector).

It is emphasized that a new information and telecommunication system of state environmental control "Environmental Inspector" will appear in Ukraine.

"The entire database of inspected polluters, all permits, inspection results, court session results, the effectiveness of eco-inspectors from the beginning of the inspection to the collection of damages to the budget - everything will be here, in a completely open system for everyone," the people's deputy emphasized.

According to him, this will make it impossible to put pressure on business, because every step of the eco-inspector will be reflected in time and space.

It should be recalled that the VR Committee on Environmental Policy and Nature Management approved a new version of the bill on state environmental control No. 3091.

As RBC-Ukraine wrote, in early March, the "Servant of the People" party announced that a new state environmental control is planned to be introduced in Ukraine this year.

Thus, earlier the Rada announced that a waste management system would be introduced in Ukraine. This should happen by the end of this year.
