The Ministry of Environmental Protection has adopted new rules for waste management

The Ministry of Environmental Protection and Natural Resources of Ukraine has published Order No. 1317 dated June 26, 2025, which approves the Rules for the Technical Operation of Waste Treatment Facilities.

The document is intended to unify the requirements for companies and institutions involved in waste treatment - from reception and storage to disposal or recycling, in order to minimize harmful effects on human health and the environment.

What this means

  • The Rules define the technical requirements for facilities where waste recovery or disposal operations are carried out: recycling, sorting, landfilling, etc.

  • Mandatory for all operators who operate such facilities - including engineering structures, auxiliary premises, and movable equipment on one site.

  • There are exceptions: The Rules do not apply to those who only generate waste and transfer it to operators without treatment. The list of exceptions is set out in paragraph 3 of the document.

 

When it comes into force

  • The Order is effective from the date of official publication.

  • However, paragraph 2 of Section III of the Rules comes into force only after the termination or cancellation of the legal regime of martial law in Ukraine.

 

What operators need to know

  • Check whether your activity object falls under the definition of "waste treatment facility" (institution, infrastructure, auxiliary structures).

  • Bring internal regulations for the operation of structures, equipment, and storage in line with the new rules: technical condition, monitoring, prevention of harmful emissions, odors, and risks.

  • Be prepared for control by state environmental supervision bodies.
