The Cabinet of Ministers approved the requirements for an application for an integrated environmental permit

The Government of Ukraine has taken an important step in the reform of industrial pollution prevention by approving unified requirements for the form and content of an application for an integrated environmental permit (IEP). The relevant resolution was adopted on July 15, 2025.

This document is of key importance for the implementation of the Law of Ukraine «On Integrated Prevention and Control of Industrial Pollution», which will come into force on August 8, 2025. From this date, enterprises engaged in activities that may potentially pollute the environment will be able to submit applications for IEPs under the new rules.

The resolution establishes what information must be included in the application, including:

  • information about the installation and its operator;
  • information on the use of raw materials, energy, water;
  • data on emissions into the atmospheric air, discharges into water bodies, and waste generation.

This step will simplify permitting procedures for businesses, as the IEP will replace a number of separate permits (e.g., for emissions or discharges). It is expected that permits will be issued through the Unified State Register of Integrated Environmental Permits, which is currently undergoing testing.

 

Who is subject to the law?

An integrated environmental permit will become mandatory for enterprises whose activities have a significant potential for environmental pollution. These include, in particular, facilities in the following industries:

  • Energy: thermal and nuclear power plants, large fuel combustion installations;
  • Metallurgy: production of cast iron, steel, non-ferrous metals;
  • Chemical industry: production of basic organic and inorganic chemicals, fertilizers, plant protection products;
  • Mineral processing: production of cement, lime, glass, asbestos;
  • Waste management: landfills and installations for incineration, chemical treatment and disposal of hazardous and municipal waste;
  • Animal husbandry: large poultry farms and pig farms;
  • Other activities, such as the production of paper and cardboard, pre-treatment and dyeing of fibers or textiles, processing and reprocessing of raw materials for food production in large volumes.

 

The adoption of the resolution is part of the implementation of European directives, bringing Ukrainian legislation closer to EU standards in the field of environmental safety. This reform is designed to increase the transparency of the permitting system and strengthen control over industrial pollution in Ukraine.
