The opening of the land market is an important step towards the openness and transparency of the "land" sector. At the same time, the reform also creates certain threats for Ukraine.
The Head of the State Environmental Inspectorate Andriy Malovany spoke about the possible consequences of the reform implementation during the Regional Forum on Land Reform Implementation, which took place in Ochakiv, Mykolaiv region.
"First of all - environmental (threats). Huge areas of land outside settlements have already become communal property of communities, so they bear great responsibility for ensuring the protection of these territories," said Andriy Malovany.
However, according to the official, numerous environmental violations committed on community lands lead to the depletion and degradation of land resources.
"Thus, in 5 months of the current year, the State Environmental Inspectorate calculated 11.6 million hryvnias in damages for harm to land resources in the South-Western district (Mykolaiv and Odesa regions). This includes the use of land in violation of its intended purpose, pollution of territories, illegal use of pesticides and agrochemicals," noted Andriy Malovany.
The issue of waste management in the region, as well as land littering, is particularly problematic.
"Last year, the State Environmental Inspectorate in Mykolaiv region drew up 260 administrative protocols for violating waste management requirements. A network of unauthorized landfills covers the region - last year we identified over 100 such violations," added Andriy Malovany.
In order to achieve effective conservation of natural resources, it is necessary to build high-quality cooperation between the State Environmental Inspectorate and the leadership of territorial communities.
"Currently, we are actively developing a network of public inspectors to ensure communication of each settlement with the SEI.
At the same time, we expect community leaders to comply with environmental legislation and promptly implement the instructions provided by the inspection. This will ensure the environmental safety of the territories, and thus improve the living standards of the population," emphasized Andriy Malovany.
