The Verkhovna Rada Committee on Anti-Corruption Policy considered the revised draft law No. 4167 for compliance with anti-corruption legislation. The law provides for the introduction of an electronic system for emission permits.
This was reported by the Information Department of the Verkhovna Rada Apparatus.
The head of the committee, Anastasia Radina, noted that the revised version of the project partially eliminated the corruption-generating factors that the committee had pointed out. However, the issue of the absence of clear grounds, criteria, and procedures for the permitting authority to decide on granting a deviation from environmental norms or refusing to grant it remains.
"The committee decided to recognize the draft law as compliant with anti-corruption legislation with remarks," the statement said.
It should be recalled that at the end of May, Ukraine failed to create an electronic system for issuing emission permits. The Parliament sent draft law No. 4167 for a second first reading.
Earlier, the relevant committee recommended that the Verkhovna Rada approve this document as a basis. However, the National Security and Defense Council emphasized that this project in its proposed version poses a threat to Ukraine's economic security.
Thus, in early March, the environmental committee approved the revised version of the draft law on the e-system for issuing emission permits.
In mid-February, the Verkhovna Rada sent for a second first reading draft law No. 4167 "On preventing, reducing and controlling industrial pollution".
