The implementation of ecological reform will allow solving real environmental problems in Ukraine.

Today, real environmental problems in Ukraine are being hushed up, and the state is focused on constant business inspections, which often have a political or economic nature and do not contribute to solving these problems.

The implementation of environmental reform, which will be based on public-private partnership, will allow solving real environmental problems in Ukraine, whereas now the state's concern for ecology is limited to constant business inspections that do not contribute to solving these problems.

As Svitlana Berezina, president of the public organization "Live Planet", told UNIAN in a comment, to solve environmental problems, the state should cooperate with business, using balanced approaches applied in the European Union, and not terrorize it with constant inspections. At the same time, according to her, business must also be responsible.

"There must be a public-private partnership in this area. I consider balanced methods - the carrot and stick method - to be the most correct. On the one hand, businesses that are socially responsible and focused on improving the environmental aspects of their activities should have certain preferences. There can be many such preferences. But business must also be responsible, and not just say that we are good, and the State Environmental Inspectorate is terrorizing us," Berezina said.

Such a system would allow solving real environmental problems, and not hushing them up, as is happening now.

"For example, in Europe, if an enterprise voluntarily implements an environmental management and audit system - EMAS and regularly undergoes an environmental audit that confirms compliance with this system, then inspections do not come to it at all. We do not have EMAS. The state must develop and adopt such a system," the expert noted.

"Reform is needed. A working group needs to be assembled, business, all competent authorities in this area need to be involved. A Roadmap must be developed, where we are going, what we want to achieve. A few years ago, we adopted an environmental policy strategy, but no National Action Plan was adopted. There is a declarative document for which there is no roadmap. Beautiful goals that are not being implemented today," she summarized.

As UNIAN reported earlier, Lyudmyla Tsyganok, president of the Professional Association of Environmentalists of Ukraine, said that constant business inspections in Ukraine under the guise of environmental protection often have a political or economic nature, which hinders the solution of real problems and discredits the environmental protection movement itself.

She noted that, first of all, the state should create transparent and equal rules of the game for everyone. According to her, the country's leadership should develop a comprehensive environmental protection program that will be supported by real implementation mechanisms and responsibility for its non-fulfillment.
