Ukraine begins monitoring greenhouse gas emissions

A system for monitoring, reporting, and verifying greenhouse gas emissions has started operating in Ukraine.

Direct speech: "Ukraine is starting to monitor greenhouse gas emissions at industrial facilities!

From January 1, 2021, the Law of Ukraine "On the Principles of Monitoring, Reporting and Verification of Greenhouse Gas Emissions" comes into force. 

The adoption of this document is an important prerequisite for implementing climate change mitigation measures based on EU experience. This includes, in particular, the introduction of a greenhouse gas emission trading system. Its implementation requires the creation of a procedure for monitoring greenhouse gas emissions and maintaining reporting."

Details: The law creates the basis for the existence of a monitoring, reporting, and verification (MRV) system. 

It is expected that such a system will allow: obtaining accurate information on the volume of greenhouse gas emissions from production facilities; ensuring control over emissions, being able to limit them; implementing a mandatory methodology for calculating greenhouse gas emissions for all facilities from which these emissions occur.

The State Environmental Inspectorate must check the data in emission reports and monitoring plans. 

Within 3 months after the submission of such documents by enterprise officials, the inspectorate may initiate an unscheduled inspection. During such an inspection, the reliability of the information specified in the reports or plans is checked.
